Kabirul Ezdani Khan, joined the Bangladesh Civil Service on 11 December 1991 as Assistant Commissioner of Taxes. He joined the BCS (Tax) cadre as an officer of the 10th BCS. Before joining the Civil Service, he worked as Research Associate at the Bangladesh Institute of International and Strategic Studies (BIISS), an organization of the Ministry of Foreign Affairs. Later he joined the Bangladesh Export Processing Zones Authority (BEPZA) under the Prime Minister’s Office as Assistant Manager (Investment Promotion) from 07 July 1990 to 10 December 1991. As Assistant Commissioner of Taxes, he served in both the Circle Offices of Income Tax department and the Taxes Zone Headquarters. Later, he assumed vital responsibilities as Deputy Commissioner of Taxes in the Large Taxpayer Unit deal with major revenue sourcing companies. As Second Secretary (International Treaties & Opinions) at the National Board of Revenue, he represented the Bangladesh team in negotiation meetings on Avoidance of Double Taxation Agreement with Kuwait, Norway, and Nepal.
Kabirul Ezdani Khan joined the Ministry of Foreign Affairs on deputation as a Senior Assistant Secretary in 2002. He served as Senior Assistant Secretary (South East Asia), Senior Assistant Secretary (Mission Service), and Director (Multilateral Economic Affairs) in the Ministry of Foreign Affairs. In August 2004, he joined the Diplomatic Wing of the Bangladesh High Commission in Kuala Lumpur as a First Secretary. Later, he was promoted to the rank of Counsellor. During his tenure in Kuala Lumpur, he also discharged responsibility as the Director of the Agrani Remittance House, a subsidiary of Agrani Bank Limited. He rejoined the National Board of Revenue as First Secretary (Tax Monitoring & Training) after serving as a Counsellor at the Bangladesh High Commission in Malaysia and Singapore from 2004 to 2009. As part of this responsibility, he supervised the Human Resource Management, training and income tax collection of different Taxes Zones. He played a crucial role as the Member Secretary in organizing the first-ever Income Tax Fair in the country. He was promoted to Additional Commissioner of Taxes in 2010. During his tenure at the National Board of Revenue, he served as Deputy Project Director of the DFID-funded Tax Administration and Taxpayer Service Project. Most of the cadre officers of the Income Tax Department received training on various topics for capacity building under this project. Additionally, eight Taxpayer Service Centers were established in eight divisions under this project.
Kabirul Ezdani Khan joined the Expenditure Management Wing of the Finance Division, Ministry of Finance, as Deputy Secretary in 2013. He authored an instructional handbook based on the activities of the Expenditure Management Wing, which serves as a guidebook for new officers joining the wing. He got promoted to the rank of Additional Secretary in 2019. As Additional Secretary, he served as the Head of the Project Implementation Team of ‘Internal Audit in the Public Sector’ Scheme of SPFMS (Strengthening Public Service Management to enable Services) a World Bank funded reform program of Finance Division. The Risk Based Internal Audit Charter and Manual for the public sector were published for the first time under this scheme.
Kabirul Ezdani Khan participated in various training programs at home and abroad as part of his official assignments. Notable among those are the two training programs at the Internal Revenue Service HQ in Washington, D.C. and the Public Administration Center in The Hague. He also visited Vietnam and Australia as part of the Senior Staff Course and Policy Planning and Management Course of Bangladesh Public Administration Training Centre. As part of the National Board of Revenue Team, he went to Kenya and Uganda to attend experience-sharing meetings with their Revenue Authority.
As a trainer, he regularly lectures at various government training institutes such as BIAM, BPATC, Tax Academy, Administration Academy, and FIMA on topics including budget management, expenditure management, internal audit, integrity, tax management, and public pension.
Kabirul Ezdani Khan attended Dhaka Residential Model College as a student. Later, he obtained a first-class Honors degree from the Department of Public Administration at Dhaka University, followed by a second-class first rank in the same subject for his Master's degree from the same university. He earned a degree in Public Finance from the University of Ulster, UK. Subsequently, his thesis paper was published in the Journal of the Financial Management Academy (FIMA).
Kabirul Ezdani Khan is married and has two daughters.
